This usually happens when troops get levels above 20, the trainers given to you by the mod are way below that level and the troops require borderline stupid amounts of exp to be promoted, this problem exists to some extent in Perisno but the mod that suffers from this the most is Floris with the extended Troop Tree setting, i understand that some people might like this, but when you compare it to something like Prophesy of Pendor you can see that there are better ways to handle this, POP has high level trainers available, promotable troops that dont reach extremely high levels except some special cases, and even these cases are not that big of a problem because exp given by enemies is high enough to account for this.
